Paysera Develops Own ATM Network: Phone-Based Withdrawals Now Available in Five Cities, Soon in Riga

The fintech company Paysera is rapidly expanding its own cardless ATM network—clients have already performed transactions worth over 66 million euros through these devices. Currently, ATMs that allow deposits and withdrawals using only a smartphone are operating in Vilnius, Kaunas, Klaipėda, Šiauliai, and Utena. Panevėžys will be added to the network shortly, and the company plans to install 10 more new terminals over the next few months—at least three of them in Riga.

Proprietary Network and Cash Recycling

The decision to build a proprietary ATM network was made after the partnership between Paysera and "Perlo paslaugos" was terminated. Instead of seeking a new partner, the company chose to invest in its own infrastructure, allowing it to manage the customer experience from start to finish.

A key advantage of these ATMs is cash recycling technology. Deposited cash is not stored separately but is immediately used for other clients' withdrawal operations. This drastically reduces the costs of cash collection and banknote delivery. In practice, nearly half of all withdrawn amounts return via deposits, allowing Paysera to offer account deposits free of charge.

Lower Rates and Higher Limits

The difference for customers is clear: at Paysera ATMs, cash deposits are free, and withdrawals cost just 0.35% of the amount. In the previously used "Perlas" terminals, deposits cost 1 EUR and withdrawals cost 0.15 EUR + 1%. This means that, for example, withdrawing 200 euros at a Paysera ATM incurs a fee of 0.70 EUR, while at a "Perlas" terminal it would have been 2.15 EUR—three times more. Additionally, the single-transaction limit at Paysera ATMs is 10,000 EUR, whereas it used to be no more than 500 EUR at partner locations.

"We are creating an ATM network where money circulates—some customers deposit, others withdraw, and the same banknote can rotate several times a day. This is not only more efficient but also allows us to offer deposits for free—which is important for people for whom cash is still a part of daily life," says Remigijus Pranskaitis, Paysera’s Product Manager for self-service terminals and ATMs.

Expansion to City Centers and the Baltics

The newest devices in Utena and Šiauliai are located in high-traffic areas: in Utena, the ATM is at the "Norfa XXL" shopping center (J. Basanavičiaus g. 127), and in Šiauliai, at the "Saulės miestas" shopping center (Tilžės g. 109). Transactions are completed by scanning a code in the Paysera app—a barcode is generated for withdrawals, and a QR code for deposits. A physical card is not required for transactions.

Over the next 4–5 months, the company plans to install 10 additional terminals. At least three of these will be installed in Riga, marking the expansion of the Paysera ATM network outside of Lithuania. The remaining terminals will be distributed across Lithuanian cities to ensure the service is accessible to the widest possible audience.

"Our ambition is for any Paysera client in the Baltic States to manage their cash affairs using only their phone. Riga is the first step outside Lithuania, but certainly not the last," adds R. Pranskaitis.
